Florida, Aug. 31 – The process of decentralization of the power to approve new economic actors to the municipalities grants an extremely relevant autonomy to the local governments for the management of the productive forces and capacities according to the Development Strategy of each territory.
The use of this power to approve MSMEs or non-agricultural cooperatives at the municipal level requires the professional training of those who, as local government officials, will have the task and responsibility of receiving, evaluating and validating each business project or economic activity aimed at production or services.
In addition to an extreme knowledge of the legislations and regulations established by the Cuban state for the new economic actors, rigorous, objective and multisectorial analyses will be demanded at the governmental level on the different proposals for the creation of micro, small and medium private enterprises, in relation with the needs and interests of social welfare and local development in the municipality.
The decentralization of the power of approval of new economic actors grants a new decision-making power to municipal governments for the management of local capacities and productive forces, which demands a high level of responsibility to use this prerogative to better serve the priorities set forth in the Local Development Strategy.
